Indian Port Association organises Ease of Doing Business workshop

CHENNAI: Indian Port Association (IPA), the Apex Body for Major Ports in India, under Ministry of Shipping, Government of India, conducted a two-day workshop to give demonstration and hands-on-experience to the port users on Electronic Delivery Order (e-Do) module and Gate Module of Port Community System (PCS) at Chennai Port from December 6.

Mr P Raveendran, Chairman, Chennai Port, inaugurated the work shop in the presence of Mr A Janardhana Rao, Managing Director, Indian Ports Association (IPA). Mr B Krishnamoorthy, Executive Director, IPA, along with the PCS team from Indian Port Association, New Delhi, conducted the workshop with about 120 participants.


The participants raised many queries and the same has been explained in detail by the Port Community System team of IPA.

The industry participants appreciated the efforts taken by the IPA and Chennai Port for arranging a workshop for clarifying various processes in implementing the e-Do and Gate module.

In the Electronic Delivery order (e-DO) module of PCS , the Shipping Line issues the delivery order after filing of IGM at ICEGATE to the custodian to release the cargo/container. As and when there is a submission of e-DO at PCS, it is electronically transmitted (XML/Txt) to the custodian which is getting uploaded into Custodian’s internal system.


As far as the gate module is concerned, Port declares in advance when cargo lands in the Port to stakeholders. During unloading, trucks are given a slot for entry & exit from Port to reduce congestion. Physical resources at the Port gate for checking & other activities will be minimized.

As Ports & Terminals publish Gate Opening as well as Delivery Schedule, Trade can plan their movement of Trucks reducing congestion at Gates.

Port Community System (PCS) is intended to integrate the electronic flow of Export-Import trade related document/information and function as the centralized hub for the ports of India and other stakeholders like Shipping Lines/Agents, Surveyors, Stevedores, Banks, Container Freight Stations, Customs House agents, Importers, Exporters, Railways/CONCOR, Government regulatory agencies, etc. for exchanging electronic messages in secure manner and to move towards a paperless regime and digital India. 

The holistic objective of the system is to reduce the number of documents required for Export / Import, reduce the time taken in the process of Export / Import which leads to reduction of Cost of export and import.
